Kèr Íhmevwāt has a yearly average temperature of 28°C (82°F), with its average temperature during the summer being a hot 32°C (89°F) and its average temperature during the winter being a pleasant 24°C (75°F). Kèr Íhmevwāt receives an average of 86 cm/y (33 in/y) of precipitation, most of which comes in the form of rain during the spring. Kèr Íhmevwāt covers an area of nearly 5 km2 (2 mi2), and an average elevation of 8102 m (-16368 ft) above sea level.
Overview
Kèr Íhmevwāt was founded durring the early 11th century, by Snoh Iwan. The establishment of Kèr Íhmevwāt was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Snoh Iwan struck deals with nearby nations and communities to establish Kèr Íhmevwāt as a prison colony.
Kèr Íhmevwāt was built using the conventions of Tauric durring the early 11th century. Naturaly, all settlmentss have their own look to them, and Kèr Íhmevwāt is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Kèr Íhmevwāt is was constructed arround several premissive packed earth mainstreets which cross one another at certain axies, with smaller streets branching off of them to premit acess to the many buildings deeper into the road network. The overall fashion is remenessent of a circulatory system, or other organic construct, and is quite effishent in its design. The town emploies a series of defencive earthworks, spikes, and fences to provide some protection against wild beasts and smaller groups of intelegent foes. The town's minimaly adiquite are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the town's defences.
A look around Kèr Íhmevwāt is like a look into a broken heart which long ago fell to corruption. There is no planning, no organization. Everyone here clearly goes about their own thing with little thought to anyone around them who isn’t selling something they need… unless of course, they would be an easy target for some robbery. The town has truly fallen to evil.

Kèr Íhmevwāt has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Íhmevwāt's public wards, blessings, and other arcane systems.
Kèr Íhmevwāt has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Kèr Íhmevwāt has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
Kèr Íhmevwāt's mayor's house was built using a different architectural style from the rest of the town. The style used is known for its buildings being predominantly formed through the combination of basic geometric shapes. However, it shown in the detailing given to the structures such as its characteristic tall columns, intricate detail, symmetry, harmony, and balance in their designs to an astonishing degree of precision. Decorative elements for the buildings tended to be built into the structure itself, making great use of fluting, frescoes, inlays, and embossing.
In Kèr Íhmevwāt rain occurs in reverse with water pooling up from the earth then falling into the skies to from clouds, this unsettles every visitor that sees it.
The Raven Swarm near Kèr Íhmevwāt are known to be quite timid.
Kèr Íhmevwāt's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves bloodletting to channel Enchantment energies of tier 2 via mimery.

History
In time immemorial, reportedly some time during the late 2nd century, Kèr Íhmevwāt was attacked by savage tribes living nearby Kèr Íhmevwāt. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Kèr Íhmevwāt lost 161 people, 360 livestock, and 28 buildings. The conflict ended after roughly 126, when members of Kèr Íhmevwāt's militia enacted an operation to deliver a message to a particular strategic location, then reinforce it. The operation was complicated by a natural disaster interrupted the operation, shattering unit cohesion. The conflict ended with pitched battle between both forces, which ended in victory for Kèr Íhmevwāt's forces. The war is remembered in legend by Kèr Íhmevwāt's bards, historians, and legend keepers.
